Summary About the Position: Serves as an Instructor Maintenance Test Pilot (MTP) and Maintenance Test Pilot Evaluator (ME) for the 2916th Aviation Battalion and is responsible for the standardization training and evaluation of MTPs assigned to the battalion training MEs and for conducting maintenance test flights maintenance operational checks and advanced troubleshooting on aircraft rendering them Fully Mission Capable after required maintenance actions and tasks. Responsibilities As the ME instruct and conduct test pilot progression training and evaluation for UH-60L MTPs assigned to the 2916th Aviation Battalion and regionally located National Guard units. Responsible for evaluating the MTPs annual hands-on performance test and annual no-notice evaluations which are required for the MTPs to remain qualified as test pilots. Evaluate and observe flight maneuvers and procedures in the UH-60L in order to determine its airworthiness after repair. Responsible for newly assigned MTPs upon completion of their initial skill qualification instruction and conducts their initial flight review for qualification and validation as MTPs. As an MTP for the UH-60L analyzes the effectiveness of modifications major repairs or component replacements by conducting scheduled and unscheduled test flights after repair replacement or extensive maintenance has been performed. Train and evaluate those MTPs which have been selected to perform duties as an ME. As an ME instructor this position is responsible for providing training in-flight evaluation and ensuring that these candidate MEs are proficient in classroom and in-flight instruction. Serve as an advisor to the Aviation Battalion XO and the Battalion Commander on all matters pertaining to aviation logistics and aviation maintenance support. Manage the quality surveillance programs and develops changes to maintenance policy plans and programs which include cost avoidance manpower mission budget and resource requirements. Specialized Experience: One year of specialized experience which includes: experience in conducting test flights and performing standard operational tests to determine whether aircraft systems are functioning correctly; instructing Maintenance Test Pilots (MTP) in flight maintenance flight maneuvers and tasks in the UH-60L/M; instructing and evaluating MTPs in basic/advanced flight maintenance maneuvers aircraft systems and limitations operating the UH-60L/M while instructing and evaluating the MTPs; conducting classroom instruction concerning the UH-60L/M aircraft systems and operating procedures; and monitoring maintenance requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service (GS-12). Minimum Eligibility Requirements: A current Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings and possess the knowledge and skills required for the position. NOTE: You must submit documentation to provide proof of certification and/or rating such as a copy of your commercial pilot certificate or Airline Transport Pilot Certificate. AND Certification and Ratings: For all grade levels and specializations candidates must possess a current Commercial Pilot Certificate or the appropriate military rating; both meet the intent of the requirement. For flight instructor positions the FAA Flight Instructor Certificate or the military equivalent rating is also required. The pilot certificate must include the rating(s) appropriate to the work of the position to be filled. For example a position that involves flying a multiengine airplane to various destinations under instrument flight rules would require the Commercial Pilot Certificate with the airplane multi-engine and instrument ratings or appropriate U.S. military ratings. Positions that require flying or instructing in flying both airplanes and helicopters require a rating in both categories. Only those ratings necessary to perform the work are required. NOTE: Candidates establishing eligibility based on military flight experience must provide official orders forms or logbooks showing their status as a rated military pilot flight instructor or flight examiner as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable e.g. an Airline Transport Pilot Certificate. To qualify candidates must possess a current Commercial Pilot Certificate or the appropriate military rating AND the FAA Flight Instructor Certificate or the appropriate military rating. The certificates must include the rating(s) appropriate to the work of the position to be filled. NOTE: you must submit a copy of your certificates for verification. If establishing eligibility based on military flight experience you must submit a copy of official orders forms and/or logbooks showing your status as a rated military pilot and flight instructor for verification. Flight Experience: Candidates must demonstrate possession of the knowledge and skills required for the work by meeting certain minimum flight hour requirements including recency of flight experience. The categories in which candidates are required to demonstrate proficiency relate to (1) the general knowledge and skills to pilot the aircraft and (2) the specific knowledge and skills related to the particular position being filled. Only that flight experience that is directly related to the work of the position is required for purposes of establishing minimum eligibility. Minimum Flight Hour Requirements: The following flight hour requirements apply to all candidates: 1. Total Flight Time – Flight time as pilot-in-command or copilot in aircraft of any weight or category is creditable for this requirement. For in-service placements actions up to one-fourth of the total flight hours may by waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work provided:- They hold the certificates and ratings required;- They have acquired the pilot in-command hours and flight hours in other categories essential to performance of the work;- They meet the requirements in terms of level and quality of experience; and- Their flying history indicates they are qualified for the position. 2. Pilot-In-Command — Only flight hours acquired as pilot-in-command are creditable. 3. Night Flying — For inservice placement actions at the GS-11 level and above 25 hours may be waived if the candidate demonstrates the ability to perform the work. 4. Flying Time Last 12 Months — Required only for positions that involve flying. The flight hours specified apply to competitive appointments. For in-service placement actions up to one-half of the flight hours may be waived provided the individuals total background reflects the ability to perform the duties of the position safely. At least 100 hours flight time required for this position. 5. Heavy Helicopter – Up to 250 hours flying time acquired in heavy multi-engine airplanes may be substituted. 6. Instructor Time — Must be related to the nature of the instruction work and the category of aircraft operated (i.e. airplane or helicopter) in the position to be filled. 1. Total Flight Time 1500 hours 2. Pilot-In-Command 250 hours 3. Night Flying 75 hours 4. Flying Time Last 12 months 100 hours 5. Heavy Helicopter 500 hours 6. Instructor Time 500 hours Medical Requirements: At the time of initial appointment candidates for all pilot positions must possess a current first or second-class medical certificate in accordance with FAA regulations; both meet the intent of the requirement. You will be evaluated on the basis of your level of competency in the following areas: Aircraft Maintenance Compliance Education and Training Flight Systems Maintenance Planning and Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
