Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Theater Aviation Sustainment Maintenance Group (TASMG) Groton CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard. Responsibilities Indefinite Appointment/Temporary promotion not to exceed two (2) years. The purpose of the indefinite appointment/temporary promotion is to backfill a Soldier on active duty. The indefinite appointment/temporary promotion will be terminated within 30 days of return of the incumbent to the position. JOB SUMMARY: The primary purpose of this position is to serve as a full performance Maintenance Test Pilot for multi-engine helicopter on one or more of the following rotary wing aircraft: Attack Helicopter AH-64; Cargo Helicopter CH-47; Utility Helicopter UH-60. Provides technical advice on associated maintenance functions and recommends test flight plans policies and procedures. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include but are not limited to: Performs maintenance test flights of rotary wing aircraft to determine that the airframe powerplant and power train subsystems accessories and other auxiliary equipment are functioning in accordance with current US Army publications policies and predetermined requirements in the intended operational environment for the purpose of certifying the airworthiness of the complete aircraft. Monitors quality control function to include weight and balance time before component removal for overhaul (TBO) regulations Safety of Flight (SOF) Maintenance Information Messages (MIMS) Aviation Safety Action Messages (ASAMS) and DA 2408 series forms for compliance. Performs ferry flights of aircraft to support installation maintenance activities or for transfer/turn-in purposes. Conducts final test flights prior to the release of the aircraft for operational use after modification or repairs to include component changes such as engines repairs transmissions rotor blades wings and avionics modification packages performed by the Aviation maintenance activity. Coordinates all airworthiness documentation and administrative requirements within and outside the organization. Requirements Conditions of Employment Qualifications MANDATORY QUALIFICATION REQUIREMENTS: Must possess Federal Aviation Administration pilot certificates -OR- appropriate military certifications military ratings in the main-frame military aircraft of employment and the required competencies (knowledge skills and abilities). GENERAL EXPERIENCE: Must have a competent understanding of the occupations basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level. Must possess a minimum of 500 flight hours. Must be a graduate of the Maintenance Test Pilot (MTP) course from an Army/ARNG flight school. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following: Experience in civilian aviation programs; or military service aviation programs (active duty or reserve components); or in the Army National Guard Aviation Support facilities; or in the Air National Guard Operations Groups. Experience in operating a specific main-frame military aircraft mission planning and mission preparation. Experience in reviewing and analyzing mission tasking intelligence and weather information. Experience in filing flight plans and conducting crew briefings. Experience in aircraft preflight inspections aircraft loading and equipment assessments. Experience in performing or supervising work procedures involved in navigation in-flight refueling search and rescue operations or surveillance and reconnaissance. Experience in conducting or supervising the training of crew members in simple to complex mission specific tasks. Experience in developing plans and policies monitoring operations and advising commanders. Experience demonstrating knowledge in flight theory air navigation meteorology flying directives mission tactics and operating procedures. Experience in the unit flying explosive and ground safety programs in accordance with Department of Defense Department of the Army National Guard Bureau and/or Occupational Safety and Health Administration policies regulations and directives. KNOWLEDGE SKILLS AND ABILITIES: Knowledge of the make-up interrelationships and installation of a variety of rotary wing aircraft systems assemblies structures and surfaces. Knowledge of all phases of quality assurance procedures and technical inspections on aircraft and aircraft components. Knowledge of technical manuals technical bulletins aviation and Army regulations procedures and methods governing aviation maintenance requisition receipt storage handling shipment preservation packaging and inspection of materiel; Hazardous Material Physical Security Safety Programs. Knowledge of established techniques regulations requirements and procedures related to the operation of an Aviation Maintenance Activity. Skill and knowledge to identify problem areas to recommend corrective action to provide technical data as required and to develop reports on quality level achieved. Knowledge of maintenance related safety practices procedures and OSHA requirements. Skill in applying DOD and Army regulations pamphlets standing operating procedures (SOPs) letters of instruction scopes of work policy statements and other guidelines. Knowledge of aviation equipment facilities and maintenance repair supply systems and procedures. Knowledge of aircraft operation and safety procedures to evaluate and make recommendations on airworthiness of repaired or modified aircraft. Knowledge and use of automated Aviation and logistical processes. Knowledge of the organizations mission policies and requirements sufficient to oversee the aviation maintenance program to ensure mission readiness of units on the installation. COMPATIBLE MILITARY ASSIGNMENT: For an indefinite appointment which is to backfill a deployed technician MOS and unit of assignment are waived for 18 months following assignment. However rank requirement must be met to avoid grade inversion. For temporary promotions the MOS and unit remains with the permanent position from which temporarily promoted. MILITARY GRADE (Prior to Appointment): Warrant: WO1 through CW4 COMPATIBLE MILITARY ASSIGNMENT: WOBR: 15 UNIT OF ASSIGNMENT: Any aviation unit within state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles candidates must have a valid state drivers license for the state in which they live or are principally employed. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid.
